a further case of conflict between the General Consular

Instructions and the special instructions regarding

the registration and protection of "ritish subjects of

Chinese origin in China, since the individual in ques-

tion does not fall within any of the categories of

persons entitled, under the instructions quoted in the

Compendium, to British registration and protection in

China; and it would appear that Section 17 of Chapter

27 of the General Consular Instructions must (like

Section 25 of paragraph 25 - see Your Lordship's des-

patch No. 656 of 1922) be held to be inapplicable to the

case of British subjects of Chinese origin in China. I

now propose, subject to Your Lordship's approval, which

I have the honour to solicit, to issue definite instrix-

tions to Pis "ajesty's Consuls that where the General

Consular Instructions conflict with the instructions

quoted in the Compendium (see for instance Chapter XX11

paragraph 13 and Chapter XXV11 paragraph 18 of new

General Instructions) they should be guided by the

Compendium insofar as the registration and protection

of British subjects of Chinese origin in Gina are
